Safe environment for the student delegation throughout their stay in Moscow, during events, meetings, and sightseeing tours.

A. Pre-Departure Preparation:

  • Risk Assessment: Conduct a thorough risk assessment of all locations and activities planned for the delegation. Identify potential security threats and develop mitigation strategies.

  • Security Protocols Development: Develop clear security protocols tailored to the delegation’s itinerary, including procedures for emergency situations, crowd management, and secure transportation.

  • Liaison with Local Authorities: Establish communication with local law enforcement and emergency services in Moscow. Inform them of the delegation’s itinerary and secure their cooperation.

  • Team Briefing: Conduct a comprehensive briefing for all security team members, ensuring they understand their roles, the delegation’s itinerary, and specific security measures in place.

B. On the Ground:

  • Secure Transportation: Ensure all vehicles used for transportation are checked for safety and equipped with necessary security features. Accompany the delegation during all transfers.

  • Venue Security Checks: Conduct security sweeps of venues prior to the delegation’s arrival. This includes checking meeting rooms, event spaces, and accommodation for security vulnerabilities.

  • Personal Security Detail: Assign personal security details to delegation members if deemed necessary, especially in crowded public places or during high-profile events.

  • Crowd Management: Implement crowd control measures during public events or tours, coordinating with venue security to ensure safe access and egress for the delegation.

C. During Events, Meetings & Sightseeing Tours:

  • Constant Vigilance: Maintain constant vigilance, monitoring the surroundings for any suspicious activities or threats. Be discreet to ensure the delegation’s comfort and normalcy of activities.

  • Emergency Communication: Equip all security team members with communication devices to ensure quick response times and coordination during emergencies.

  • First-Aid Capability: Ensure that at least some members of the security team are trained in first-aid to provide immediate assistance if medical emergencies arise before medical personnel arrive.

D. Emergency Situations:

  • Evacuation Plans: Familiarize the team with evacuation plans for all venues and accommodations. Conduct briefings with the delegation on emergency exits and procedures.

  • Incident Response: Have a clear incident response strategy, including the escalation process, communication with local authorities, and reunification plans in case of separation.

E. Post-Event:

  • Debrief and Report: Conduct debrief sessions after each major activity or at the end of each day to review security operations, discuss incidents, if any, and adjust plans as necessary.

  • Continuous Improvement: Compile a comprehensive security report at the end of the delegation’s visit, highlighting successes, challenges, and recommendations for future trips.

F. General Guidelines:

  • Discretion and Professionalism: Operate with discretion and professionalism, ensuring security measures are effective without being intrusive to the delegation’s experience.

  • Cultural Sensitivity: Be culturally sensitive in interactions with the delegation and the public, respecting local customs and norms.

  • Coordination with Other Teams: Maintain close coordination with the medical team, logistical coordinators, and the organizing team to ensure a unified response to any situation.
